Rate of Pay: Payband 10 ($87,239 - $109,049 per year, plus 4% in lieu of vacation)

**As of September 1, 2025 employees will receive 22 vacation days per year.

Job Summary

The Senior Data Governance & Compliance Analyst plays a critical role in advancing the College's data governance, information security, and compliance initiatives. As a key member of the institution's data governance structure, this role is responsible for promoting and supporting enterprise-wide practices for managing data as a strategic asset.

The incumbent will help establish and maintain policies, processes, and standards for the classification, stewardship, quality, security, and lifecycle management of data across the institution. The role also ensures that data is used in ways that are consistent with legal, regulatory, and ethical obligations-particularly with respect to privacy laws in Ontario and Canada.

Additionally, the Senior Data Governance & Compliance Analyst provides technical leadership in the implementation and configuration of the College's Data Governance and Compliance tools (Microsoft Purview and Data Cookbook), supporting data discovery, classification, labelling and governance. This work is essential in preparing the College for the secure and responsible use of artificial intelligence including the m365 suite of tools and beyond.

What you'll be doing:

Data Governance and Compliance

  • Provide technical and functional guidance acting as the subject matter expert to the College community on data and information management, privacy, security, and quality practices as it relates to the creation, collection, identification, classification, labelling, securing, safeguarding and disposing electronic and physical College information assets.
  • Collaborate with stakeholders across the institution to develop and enforce data policies, standards, and procedures
  • Lead the investigation, documentation, and evaluation of data and information management, privacy, security, and quality practices that apply to business operations in the College.
  • Assist with maintaining existing and co-creating new business processes and workflows to capture information quality standards, glossary of business terms, dictionary of data terms and definitions, data stewardship, data literacy, data accessibility and architecture standards, data and privacy impact assessments, data integration mapping, folder structures, other core information management artifacts, measures and impact.
  • Contribute to projects, data-enhanced initiatives, and audits to evaluate information creation, collection, use, and disclosure, measure and assure adherence to data and information management, privacy, security and quality requirements.
  • Participate in defining new or refining existing data governance frameworks, approaches and methodologies that align with and leverage best practices in higher education, industry standards, and data governance practice domains.
  • Participate in committees, working groups, and external communities of practice related to data governance and compliance.

Planning, Application and Monitoring

  • Prepare and deliver reports, briefing notes, summaries and presentations pertaining to data and information management, projects, initiatives, auditing and assurance activities.
  • Identify Information Management risks and assess the likelihood and impact of those risks escalating within the College's Enterprise Risk Management Framework accordingly
  • Lead the design, implementation, and configuration of the College's Data Governance and Compliance tool to identify, classify, and protect sensitive data.
  • Support integration of Purview across data storage repositories and other productivity tools to enhance secure compliant AI adoption
  • Promote best practices in information security and data handling, ensuring protection of confidential information collaborating with Cyber Security and Legal teams to meet business needs.
  • Identify and monitor changes in international, Canadian federal and provincial privacy legislation and trends in higher education, data and information management disciplines, such as General Data Protection Regulation (GDPR), Personal Information Protection Law (PIPL), Privacy Act, Personal Information Protection and Electronic Documents Act, (PIPEDA), Freedom of Information and Protection of Privacy Act (FIPPA), Personal Health Information Protection Act (PHIPA), Archives and Recordkeeping Act, and College policies and procedures.
  • Contribute to Information Security investigations at the request of incident responders or investigation leads in partnership with Human Resources and Student Services providing timely, accurate, and well documented information to support findings as necessary.

Training and Awareness Leadership

  • Promote a culture of data literacy, enable a community of learning, and empower employee stewardship for data and information management.
  • Promote best practices in information security and data handling, ensuring protection of confidential information collaborating with Cyber Security and Legal teams to meet business needs.
  • Serve as a liaison between technical and non-technical teams to bridge compliance requirements with practical implementation.
  • Develop, deliver and maintain learning materials for the College community on information management processes and tools.
  • Deliver awareness presentations and grow interest in the concept of data as an asset, information security best practices, and data in the age of artificial intelligence.

What you'll bring to the role:

  • 3-year Diploma/Degree in Computer Science, Information Management, Business Analysis, Data Governance, Law, Privacy or a related field; or equivalent combination of education and experience.
  • The following certifications are considered an asset, CDMP, CIP, CIPP/C, CISA, or CISSP Certification, Microsoft Certified: Information Protection and Compliance Administrator Role, Microsoft Certified: Information Security Administrator Associate.
  • 5+ years of progressive experience specifically in data governance, information compliance, privacy, or related fields.
  • Demonstrated experience working with DAMA DMBOK framework.
  • Hands-on experience configuring Microsoft Purview and knowledge of M365 compliance features.
  • Knowledge of and experience with Ellucian Banner products.
  • Working knowledge of data integration, metadata management, data dictionaries, and business glossaries.
  • Experience in developing and delivering awareness training.
  • Experience in providing advice and recommendations regarding data and information, privacy, security, quality, legislation, policy and best practices.
  • Strong analytical and problem-solving skills with attention to detail.
  • Experience in developing policies, standards, guidelines and procedures.
  • Experience working in higher education is considered an asset.
  • Experience working with limited supervision.
  • Completed training in Information Protection, Data Loss Prevention, eDiscovery and Audit, Insider Risk Management, and Records Management
  • Advanced proficiency in eliciting requirements, business process modelling, analysis and improvement.
  • Proficient in absorbing large amounts of information, documenting and synthesizing findings, critical thinking, problem-solving, and preparing reports to support decision making and planning.
  • Excellent organizational and time management skills; able to prioritize multiple competing tasks.
  • Strong verbal, written, presentation and electronic communication skills for documenting, reporting, and developing learning materials to disseminate information across a spectrum of technical, business, and senior management audiences.
  • Working knowledge and application of project management and organizational change management concepts.
  • Outstanding interpersonal skills and integrity to seek and maintain constructive relationships and communicate with the College community and third-party representatives using tact and diplomacy.
  • Proven ability to work with a high degree of independence, within and contribute to a dynamic team environment.
  • Demonstrated commitment and understanding of human rights, equity, diversity, inclusion, and accessibility.
  • The ability to communicate and work effectively with diverse students, employees, and communities.
