Grey Street Consulting, LLC (Grey Street), a leading small business provider of Freedom of Information Act operational support services to Federal civilian and defense agencies, is seeking to hire a FOIA Analyst to support our clients within the Department of Commerce. DOC is located in NW Washington, DC and this position is to be performed on-site full-time five days a week.

Essential Duties and Responsibilities

Interpreting and applying the Freedom of Information Act FOIA and Privacy Act of 1974 as well as related laws, regulations, policies, and procedures to render a determination to grant access to records as well as drafting responses and maintaining records for FOIA and PA requests. 

  • Compliance with FOIA and Privacy Act regulations 
  • Reviews and publication of System of Records Notices 
  • Preparing Privacy Act Statements (5 U.S.C. 552a(e)(3)) for forms and information collections 
  • Intake of incoming FOIA and Privacy Act requests into a case management system 
  • Analysis of incoming FOIA and Privacy Act requests and making recommendations on processing steps 
  • Communication with requesters, submitters, and government personnel regarding FOIA and Privacy Act requests 
  • Coordination of searches with agency program offices for records responsive to FOIA and Privacy Act requests 
  • Reviews of records found responsive to FOIA and Privacy Act requests 
  • Consultation with agency program offices and other government agencies for the review of records found responsive to FOIA and Privacy Act requests 
  • Application of FOIA and Privacy Act exemptions 
  • Running reports from FOIA case management systems and interpreting the results 
  • eDiscovery programs (e.g., Relativity, Microsoft Purview, etc.) 
  • FOIA Annual and Quarterly reporting requirements 
  • FOIA litigation support 
  • FOIA backlog reduction efforts 


Requirements

Job Requirements and Experience

  • A minimum of One (1) – Five (5) years of experience interpreting and applying the Freedom of Information Act (FOIA), the Privacy Act (PA) 1974, as amended, as well as related laws, regulations, policies, and procedures to render a determination to grant access to records as well as drafting responses and maintaining records for FOIA and PA requests; OR three (3) years of experience as a working paralegal.
  • Two (2) years of experience processing FOIA requests using automation such as eDiscovery tools. (Desired)
  • Experience with Microsoft Office software (Access, Word, Excel, PowerPoint, SharePoint, and Outlook) and Adobe Acrobat Pro. (Required)
  • Education: Bachelor’s degree (Required)

ADA Requirements

  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position. 
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.
