Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATOβs principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
Supporting NATO throughout all its geographical locations, NCIA is looking for On-Site specialists for Cloud Operations and Data Integration, to support NATOβs modernization of IT services through leveraging the public cloud (Microsoft Azure, M365, Intune and Amazon AWS), delivering managed, protected, security-centric and reliable IT Services.
Role Duties and Responsibilities
- Administer core Microsoft 365 services and collaboration tools
- Support user and service management across Exchange Online, SharePoint, OneDrive, and Teams.
- Troubleshoot issues related to mail flow, file sharing, access control, and Teams governance.
- Ensure service continuity, compliance configuration, and end-user support.
- Design and manage Power Platform environments
- Establish Power Platform environments with appropriate DLP policies and user permissions.
- Configure environment connectors, licensing controls, and secure data boundaries.
- Monitor environment health and manage capacity alerts and usage quotas.
- Develop and support Power Apps solutions
- Create Canvas and Model-Driven apps for internal workflow automation and data management.
- Integrate with Dataverse, SharePoint, and other M365 services.
- Ensure secure access, responsive UI design, and lifecycle governance of applications.
- Implement Power Automate workflows
- Build and maintain cloud flows to automate routine NATO business processes.
- Use standard and premium connectors to integrate across M365 and third-party systems.
- Monitor workflow execution, error handling, and automation performance.
- Support data modeling in Microsoft Dataverse
- Design secure and efficient tables, relationships, and business rules in Dataverse.
- Manage data storage and API calls to maintain licensing thresholds.
- Ensure data retention, access control, and audit requirements are met.
- Develop Power BI reports and dashboards
- Build Power BI datasets and reports using Microsoft and NATO datasets.
- Connect to SharePoint, Excel, Dataverse, and external APIs securely.
- Implement row-level security (RLS) and publish dashboards via Microsoft Teams or SharePoint.
- Ensure governance and compliance across Power Platform
- Enforce DLP policies, connector approvals, and environment-level usage control.
- Coordinate with security and compliance officers to ensure adherence to NATO data policies.
- Maintain audit trails and reports on platform usage, performance, and changes.
- Provide on-site technical support and user enablement
- Assist users with Power Platform licensing, app usage, and troubleshooting.
- Deliver informal training, documentation, and one-on-one coaching as needed.
- Act as a liaison between users and central CloudOps or Security teams.
- Document, automate, and report activities and findings
- Maintain structured documentation for each Power Platform project and workflow.
- Create PowerShell scripts to automate M365/Intune/Power Platform administrative tasks.
- Report sprint progress, usage insights, and adoption metrics to stakeholders.
- Provide on-site device and user support
- Enroll Windows 11 endpoints via Intune and enforce secure baselines.
- Troubleshoot configuration profile failures, Defender issues, and BitLocker settings.
- Assist with onboarding, MFA setup, and general user support.
- Collaboration with IT Support
- Work closely with the IT support team to resolve complex device-related issues.
- Serve as a subject matter expert in mobile device management.
- Documentation and Training
- Maintain comprehensive documentation for Cloud Operations processes, configurations, and workflows.
- Provide training and support to other staff as required for knowledge and information sharing.
- Collaboration and Communication
- Collaborate with IT security, compliance, and other relevant teams to ensure cohesive Cloud Operations strategies.
- Communicate effectively with internal stakeholders to understand requirements and address concerns.
Essential Skills, Experience and Certifications
- Microsoft 365 Platform Expertise (5 years of experience)
- Strong experience managing Exchange, SharePoint, OneDrive, and Teams.
- Familiarity with Microsoft 365 Admin Center, Compliance Center, and usage reports.
- Ability to troubleshoot collaboration and productivity-related incidents.
- Microsoft Intune and Endpoint Configuration (5 years of experience)
- Proficiency in managing Windows device enrollment, profiles, and compliance.
- Knowledge of BitLocker, Defender, application deployment, and conditional access.
- Capability to support end-users in secure device onboarding and remediation.
- Power Platform Administration and Governance (5 years of experience)
- Experience managing Power Platform environments, licensing, and DLP policies.
- Understanding of standard and premium connectors, gateway configuration, and tenant settings.
- Ability to monitor environment usage, enforce governance, and prevent misuse.
- Power Apps Development Skills (5 years of experience)
- Skilled in designing Canvas and Model-Driven apps using Dataverse and M365 integrations.

- Workflow Automation using Power Automate
