SENIOR FREEDOM OF INFORMATION ACT (FOIA) SPECIALIST
Location: McLean, Virginia | Type: Full-Time | Clearance: TS/SCI with CI Polygraph

Overview
DarkStar Intelligence is seeking a Senior Freedom of Information Act (FOIA) Specialist to support Task 3 functions within the General Services Administration (GSA). The Specialist will coordinate all FOIA program activities, ensuring full compliance with statutory and regulatory requirements. This position requires exceptional judgment in handling sensitive and classified materials, in-depth knowledge of FOIA exemptions, and a proven record of managing high-volume, complex requests in secure environments.
Key Responsibilities - Process, track, and respond to Freedom of Information Act (FOIA) requests for access to government records held by GSA.
- Conduct research and document review to identify responsive materials, ensuring accuracy, completeness, and compliance with FOIA, Privacy Act, and related statutes.
- Coordinate with program offices, legal counsel, and leadership to ensure proper application of exemptions and redactions prior to release.
- Manage FOIA correspondence and maintain communication with requesters regarding status, fees, and timelines.
- Develop and refine standard operating procedures, templates, and workflows for FOIA processing and reporting.
- Prepare reports, summaries, and performance metrics for leadership and oversight entities.
Minimum Qualifications - Clearance: Active TS/SCI clearance with current CI Polygraph required.
- Education/Experience: Bachelor’s degree in Public Administration, Law, Communications, or Political Science; minimum of ten (10) years of relevant experience processing and managing FOIA requests.
- Extensive knowledge of FOIA regulations, Privacy Act requirements, and federal records management policies.
- Demonstrated experience reviewing, redacting, and releasing classified or sensitive materials.
- Excellent analytical, writing, and communication skills with attention to detail and accuracy.
Desired Qualifications - Prior experience supporting GSA or other federal agencies with complex FOIA programs.
- Proficiency with electronic redaction tools, FOIA management systems, and e-discovery platforms.
- Experience mentoring or supervising FOIA analysts or administrative staff.
