eDiscovery Analyst
The Excalibur Group is currently seeking a FOIA Paralegal for a contract in Washington, DC.

**Will be subject to a background/credit screen prior to employment.

DUTIES AND RESPONSIBILITIES
  • Provide direct support for Freedom of Information Act (FOIA) matters to the entire Agency.
  • Prepare and log FOIA requests into the District’s GovQA FOIA case management system, including contacting Agency staff via telephone and email to obtain documents and formulating responses and scanning documents for processing.
  • Coordinate with Agency staff and redact document responses pursuant to statutory exemptions and send electronic FOIA responses to requesters electronically and via GovQA .
  • Conduct legal research to provide an initial level of review of FOIA Appeals and provide well-written recommendations to the FOIA Officer on the course of action the agency should pursue.
  • Track FOIA requests and the progress of each request, including documents received and search efforts of the Agency staff.
  • Assist in the preparation of all FOIA responses including monthly reporting.
  • Justify procedural or policy papers to identify potential problems and to ensure consistency with agency policy. Identifies, defines, and analyzes operational problems and poses options and alternatives to existing procedures regarding FOIA.
  • Participate, as needed, in meetings and conferences pertaining to the disposition of FOIA matters.
REQUIREMENTS
  • Education: Paralegal Certificate, degree in Paralegal Studies or JD.
  • 2-5 years of Paralegal experience OR Program Analyst with FOIA experience 
  • FOIA processing experience; Knowledge of FOIA statues, are able to review documents, redact documents, and have good writing skills to respond to FOIA requests
  • Requires sound working knowledge of federal and state court systems, legal research procedures, and legal research resources
  • Requires excellent written and oral communication skills and thorough knowledge of legal research tools such as LEXIS and Westlaw
  • Must have hands-on familiarity with a variety of computer applications, including word processing, databases (such as document review and file management systems), spreadsheets, and imaging 
  • Role also requires hands-on familiarity with eDiscovery applications and knowledge of eDiscovery procedures and resources
  • Preferred:
    • Experience with FOIA Express or other FOIAs document systems
