Job Description
The HHSC Messaging & Collaboration team is focused on providing electronic communication to the Texas Health & Human Services enterprise, totaling over 56,000 users, through the successful implementation of enterprise messaging applications and solutions. The team is responsible for designing, building and delivering enterprise solutions to serve our customers, and the citizens of the state of Texas. This position is critical to the ongoing support of e-mail & collaboration services within HHS agencies. The selected administrator is expected to make key decisions on the architecture of Messaging & Collaboration systems including deployments, change management, disaster recovery, performance optimization, incident support, training, automation and systems availability. The administrator position requires expertise in support in running a highly available, secure and scalable environment. Position will require development and maintenance of automated scripts. Technologies will include collaboration tools (Microsoft Outlook, SharePoint, Teams), email security, archiving, encryption, business continuity, and integration of on-premise applications with Azure & Office 365. Each administrator will be required to keep informed of the latest advancements in IT to ensure the smooth transition of the agency’s information technology and business requirements. Works under minimal direction with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
Perform day-to-day administration, maintenance, standards/policies and operational features/functions of the HHS Enterprise Messaging & Collaboration systems including management and monitoring of associated service and support contracts, service level agreements, and performance metrics.
Serves as a point of escalation and support to the HHS agencies who participate and various help desks. Provides 24/7 on call support for the HHS Enterprise Messaging & Collaboration.
Analyze data and make key decisions on the architecture of Messaging & Collaboration systems including deployments, change management, disaster recovery, performance optimization, incident support, training, automation and systems availability.
Develop and implement strategic and tactical plan across agency IT administrators and resource owners of Collaboration & Mobility technologies. Includes working closely with external vendors and professional services groups, as needed to resolve issues, upgrade, optimize or implement solutions.
Coordinate development and implementation of email security controls with HHS Information Security Office, including SPAM mitigation strategies and remediation of security events such as phishing and malware attacks
Oversee and Manage applications hosted, via or reliant upon, the HHS Messaging & Collaboration technologies such as SMTP services
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned
Knowledge Skills Abilities:
•PowerShell scripting experience or equivalent .NET development
•Windows Server administration experience
•Active Directory administration experience
•Experience managing Microsoft Exchange 2010/2013/Office365
•Experience managing Email Security appliances/services
•Experience managing Office 365

Registration or Licensure Requirements:
Microsoft 365 certification is highly preferred.
Initial Selection Criteria:
Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or a related field is preferred. Education and experience may be substituted for one another on a year-to-year basis.
Two years of advanced scripting and development skills using PowerShell preferred.
Two years of O365/M365 support experience required.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
