Role Summary:
Manager to lead end-to-end delivery of Microsoft 365 programs, including complex tenant-to-tenant and on‑premises‑to‑tenant migrations, Intune device management rollouts, security and compliance enablement with Microsoft Purview and Microsoft Defender, and Desktop-as-a-Service solutions (Windows 365 and Azure Virtual Desktop). The ideal candidate blends strong technical depth with rigorous program governance, excels at stakeholder management and executive communication, and can drive large multi‑workstream transformations from planning through steady-state operations, including for M365 Government environments.
Key Responsibilities:
- Own program delivery for M365 transformations: scope, plan, budget, resourcing, timeline, RAID logs, change control, quality gates, and executive reporting.
- Lead technical delivery across workloads: Exchange Online, SharePoint Online, OneDrive, Teams, Entra ID, Intune, Purview, Defender, Windows 365, and Azure Virtual Desktop.
- Design and execute migration strategies:
- Tenant-to-tenant and on-premises-to-tenant for mailboxes, SharePoint sites, OneDrive, Teams, and devices.
- Coexistence, throttling/rate limits, cutover waves, pilot/early adopter phases, and hypercare.
- Tooling selection (native cross-tenant capabilities and third-party tools) and data validation/reconciliation.
- Drive Intune and endpoint management programs: Autopilot, enrolment, compliance/configuration policies, app deployment, co‑management (ConfigMgr), Windows Update for Business, device lifecycle, and posture reporting.
- Implement security and compliance:
- Purview: sensitivity labels, DLP, eDiscovery, Insider Risk, Audit, records and retention.
- Defender: Endpoint, Office 365, Cloud Apps; onboarding, policies, hunting/response runbooks, and integration with SOC processes.
- Entra ID: Conditional Access, MFA, PIM, identity governance, B2B/B2C collaboration.
- Deliver Desktop-as-a-Service:
- Windows 365 Cloud PC and Azure Virtual Desktop design, image management, FSLogix profiles, host pool sizing/scaling, monitoring, and security baselines.
- Govern M365 Government (GCC/GCC High/DoD) implementations: licensing, connectivity constraints, feature parity, data residency, compliance (FedRAMP, CJIS, ITAR, CMMC), and migration limitations/controls.
- Coordinate cross-functional teams (architects, engineers, adoption/change management, security, networking, support) and manage vendors/partners (Microsoft FastTrack, ISVs).
- Establish operating models: support processes, SLAs/OLAs, runbooks, incident/problem/change management (ITIL), and handover to operations.
- Lead user adoption and change management: communications, training, champions programs, success measurement, and feedback loops.
- Maintain delivery health: risk/issue management, dependency tracking, executive dashboards, decision logs, and steering committee cadence.
- Provide escalation leadership and hands-on guidance during critical cutovers and production incidents.
- Optimize licensing and cost (E3/E5, add‑ons, NCE/CSP/EA) and track TCO/ROI against business case.
- Ensure compliance with security baselines, regulatory requirements, and audit readiness; support internal/external audits.
Required Qualifications and Experience:
- 10+ years in enterprise IT with 7+ years leading delivery of large-scale Microsoft 365 programs across multiple workloads.
- Proven success delivering complex migrations (10,000+ users preferred), including tenant‑to‑tenant and on‑premises‑to‑tenant for Exchange, SharePoint, OneDrive, Teams, and device fleets.
- Hands-on technical knowledge of:
- Intune: Autopilot, enrolment methods, compliance/configuration policies, app distribution, co‑management with ConfigMgr, Windows Update for Business.
- Purview: Information Protection and DLP, labeling, eDiscovery (Standard/Premium), Insider Risk, audit, records management.
- Defender: Endpoint, Office 365, Cloud Apps; policy configuration, onboarding, response workflows.
- Entra ID: Conditional Access, MFA, PIM, Identity Governance, hybrid identity (Entra Connect/AAD Connect), cross‑tenant sync.
- Desktop-as-a-Service: Windows 365 and Azure Virtual Desktop architecture, FSLogix, image management, sizing, security, and monitoring.
- Working knowledge of Microsoft 365 Government (GCC/GCC High/DoD) deployment and migration considerations.
- Strong delivery governance, financial management, and vendor/partner management experience.
- Excellent presentation skills and stakeholder management with CxO, security/compliance, legal, procurement, and IT operations.
- Experience with adoption/change management and measurable end‑user outcomes.
- Proficiency with delivery tooling: project/portfolio tools (e.g., Azure DevOps, Jira, MS Project), Visio, PowerPoint, Excel; monitoring/portal tools (Intune admin center, security.microsoft.com, compliance.microsoft.com, Azure Monitor).
- Familiarity with migration tools (e.g., Sharegate, BitTitan, Quest, SkyKick) and Microsoft native cross‑tenant migration features.
Required Certifications:
- Microsoft 365 Certified: Administrator Expert (Exam MS‑102).
- Microsoft Certified: Endpoint Administrator Associate (Exam MD‑102).
- At least one Microsoft security certification, such as:
- Identity and Access Administrator Associate (SC‑300), or
- Information Protection Administrator Associate (SC‑400), or
- Security Operations Analyst Associate (SC‑200).
- ITIL 4 Foundation.
Preferred Certifications:
- Microsoft Certified: Cybersecurity Architect Expert (SC‑100).
- Azure Virtual Desktop Specialty (AZ‑140).
- Azure Administrator Associate (AZ‑104) or Azure Solutions Architect Expert (AZ‑305).
- PMP or PRINCE2 for program/project management.
Key Skills:
