Characteristics of the Position
General Overview
Under the direction of the Electronic Discovery Data Manager in the Sheriff’s TechOps Bureau, they are responsible for discovery processing of data for litigation, Freedom of Information Act requests, subpoena duces tecum and other investigative efforts; working closely with the Legal Department, provides reporting and discovery services to internal and external counsel. This position will manage resources and workflows to support litigated matters including data collection, data processing, and document production; performs other related duties as directed.
Key Responsibilities and Duties
Responsible for processing data using reduction strategies such as de-duplication, searching, date range filtering, document type filtering as requested.
Executing litigation hold processes.
Responsible for converting data and creating load files for client specific software packages such as Relativity, IPRO, Summation and Concordance, etc.
Perform in-depth quality control of all work performed
Responsible for processing video editing requests including redaction, linear editing and simple cutting.
Helping to create ESI preservation policies
Ensuring compliance with the new federal rules regarding ESI
Understand how to craft search terms using BOOLEAN logic.
Maintain confidentiality of all information related to clients.
Maintain detailed data tracking on processed data for chain of custody reporting.
May be required to work hours outside of the regular work schedule.
Appear and present testimony for deposition, court order or hearing.
Knowledge, Skills and Abilities
Possess excellent communication, analysis, and design skills to infer the requester's intended meaning of each request and interfaces with the client to resolve any issues or make any clarifications on the front end of the request.
Skill and experience with complex search syntax, utilizing both Office 365 eDiscovery searches and eDiscovery software.
Strong knowledge of Microsoft Office 365.
Possesses knowledge of configuration of end user hardware.
Familiarity of but not limited to hard drive removal, wireless telephone equipment, iPads and other non-Apple tablets and data storage related to all the above.
Excellent customer service skills with the ability to react diplomatically and patiently to internal and external customers.
Excellent written and verbal communication skills with the ability to read, analyze and interpret technical procedures.
Ability to work independently under minimal supervision in stressful situations and meet deadlines.
Ability to prioritize, plan, and organize tasks based upon user requirements.
Ability to manage multiple projects utilizing best practices based on departmental priorities.
Ability to write queries to validate data when questioned by users.
Ability to learn skills and new technology quickly
Knowledge of data creation, management & implementation via Excel spreadsheets.
Possess proactive ability to identify and recommend improvements to processes.
Possess strengths in professional business data preparation.
Ability to work with team members in a professional and respectful manner.
Provide clear and understandable testimony and evidence on the methodology used and results gained from activities as described above as well as to policies related to data retention and litigation responses.
Minimum Qualifications
Possession of an Associates or higher degree, from an accredited college or university, AND (2) years of full time, professional work experience in litigation support AND/OR Data Analysis.
Advanced proficiency with 0365 and Microsoft Outlook, Excel, Work, and Access.
Advanced proficiency with writing complex syntax for searching
Possession of a valid Driver’s License and proof of vehicle insurance, with the ability to operate a motor vehicle.
Required to be capable of working any shift assigned, including days, afternoons or midnights; must be capable of working Holidays and weekends; must be capable of working mandatory overtime, as required.
Preferred Qualifications
Possession of a bachelor’s or higher degree, from an accredited college or university, in Computer Programming, Information Technology or a closely related field.
Two (2) or more years of experience with litigation software such as Intella, Relativity, Summation, Concordance, etc.
Two (2) or more years combined professional work experience working with relational database platforms and related tools such as SQL Server.
Previously completed an internship with the Cook County Sheriff’s Office.

Health Insurance Program – Health insurance coverage includes medical, dental and vision care and is available for an employee and his/her eligible dependents.
Holidays – Thirteen (13) Holidays are granted in each Fiscal Year
Sick Leave – Granted sick leave is earned and accrued at the rate of one (1) day for each month of service and may be accumulated up to one hundred and seventy-five (175) working days.
Vacation Leave – Granted Vacation leave is earned and accrued, with employees having the opportunity to accrue fifteen (15) days within the Fiscal Year; Vacation leave accruals increase based on an employee’s anniversary date of employment.
Life Insurance – Basic term life insurance, equal to one (1) time the employee’s annual salary, is offered to every employee at no cost and the employee may elect to purchase supplemental coverage.
Pension Plan – Employees contribute into the Cook County Pension Fund and earn a prescribed percentage for each year of service; employees may be eligible for an annual annuity after ten (10) years of service and upon reaching a certain age based on when the employee started employment.
