This position is located in the Legal Programs Office of the Executive Office for United States Attorneys (EOUSA). Legal Programs is functionally responsible for providing management support, assistance and advice, and policy guidance regarding legal process and procedures for the United States Attorneys in a variety of programs and areas, including: affirmative civil enforcement, appellate, asset forfeiture, bankruptcy, border and immigration, child exploitation, civil defensive litigation, civil rights, cybercrime, eDiscovery, financial litigation, health care fraud, human trafficking, narcotics, Native American issues, victim­-witness, violent crime, and white collar crime. Duties include: Serve as the Assistant Director responsible for planning, coordinating, implementing, and overseeing all activities of a Legal Programs staff. Exercise a broad range of supervisory responsibilities over a staff of senior attorney advisors and support staff responsible for carrying out the functions of the office. Provide legal advice and assistance to the Director, Deputy Directors, and Chief of Legal Programs, EOUSA, concerning legal program issues of consequence to the United States Attorneys’ Offices (USAOs). Develop EOUSA and Legal Programs guidelines concerning relevant legal program areas. Serve as a key attorney in assigned legal program areas for EOUSA and for the USAOs and draft interpretative and administrative rules, regulations, and other guidance in assigned areas of law. Develop pertinent portions of the Justice Manual and United States Attorneys’ Policies and Procedures. Draft legislative proposals and provides expert advisory services for pending legislation. Provide technical guidance to attorneys in legal matters by recommending overall program strategy, and recommending arguments that will best protect the interests of the government. Supervise the development of policies and procedures that are in the best interests of the USAOs and EOUSA. Security Requirements: Initial appointment is conditioned upon a satisfactory preemployment adjudication. This includes fingerprint, credit and tax checks, and drug testing. In addition, continued employment is subject to a favorable adjudication of a background investigation. Required Qualifications: Applicants must possess a J.D. Degree, be an active member of the bar (any U.S. jurisdiction), and have at least 4 years post-J.D. federal civil and criminal legal or other relevant experience. United States citizenship is required. You must meet all qualification requirements upon the closing date of this announcement.
