The United States Attorney’s Office for the Eastern District of Kentucky has a staff of approximately 45 attorneys and 45 support personnel. The main office is located in Lexington, with staffed branch offices in Ft. Mitchell and London, Kentucky. Unstaffed offices are located in Ashland, Frankfort, and Pikeville, Kentucky. The United States Attorney’s Office seeks to maintain the highest standards of excellence in the enforcement of federal laws and the representation of the United States. If selected for this position, you will join a well-respected team that is responsible for providing a variety of legal support and litigation technology activities. Typical work assignments will include: Provides technical assistance to litigation teams on legal automation requirements and systems capabilities to facilitate investigatory or litigation decisions, trial preparation, and trial presentation; Provides consultation and assistance with data preservation and collection efforts; Provides consultation on the appropriate software and procedures for defensively identifying, preserving, collecting, processing, reviewing, and producing electronic data; Designs and creates litigation support databases utilizing various software products; Prepares and processes e-discovery; Creates, modifies, imports, and exports load files; Prepares electronic document productions; Trains attorneys and legal support staff in organizing voluminous case information for efficient retrieval through automated systems; Performs automated support necessary to prepare discovery materials, with a particular emphasis on processing electronic discovery materials such as emails, text messages, audio recordings, and video, using a variety of complex litigation support and e-discovery tools, methods, and programs; Collaborates with IT, in analyzing automated litigation support functions, in monitoring system utilization, and in diagnosing and resolving litigation support computer system problems Responsibilities will increase and assignments will become more complex as your training and experience progress.
Qualifications:
GS-7: To be qualified at the GS-7 grade level you must meet at least one of the following conditions below. Specialized Experience: At least one full year of specialized experience equivalent to the GS-5 grade level in Federal service. Specialized experience is defined as experience performing technical and analytical assistance to support litigation needs of attorneys by facilitating litigation decisions, trial preparations and trial presentations. Examples of specialized experience include the following: assisting and training attorneys and legal support staff in organizing case information for efficient retrieval through automated means such as scanning, indexing, and controlling of documents into a data base; assisting with information technology staff in diagnosing and resolving litigation support computer system problems and customizing databases and programs modified to meet individual user needs. -OR- Education: Four years of undergraduate level education in a course of study leading to a bachelor’s degree with superior academic achievement (see definition in the “Education Section” of this vacancy announcement) OR one full year of progressively higher level graduate education. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. -OR- Combining Education and Experience: Combinations of successfully completed education and experience may be used to meet total qualification requirements. GS-09: To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-07 level in the Federal Service obtained in either the private or public sector. Specialized experience is defined as experience performing the following types of duties: performing a variety of automated support necessary in preparing, organizing, indexing, developing, and managing exhibits, evidence, and data relevant to cases presented for a jury, grand jury, or other legal proceeding; providing technical assistance to litigation teams on legal automation requirements and systems capabilities to facilitate litigation decisions and trial preparation; and resolving recurring software and hardware problems. OR Education: One of the following types of education in a related field (e.g., Information Technology, Computer Science, Law, Criminal Justice): a Master’s or equivalent graduate degree (such as an LL.B. or J.D.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience: One full year of specialized experience equivalent to the GS-9 level in the Federal Service obtained in either the private or public sector. Specialized experience is defined as experience performing the following types of duties: providing technical advice to litigation teams on legal automation requirements and system capabilities to facilitate litigation decisions, trial preparation, and trial presentation; applying knowledge of Federal Criminal and Civil Procedures, court requirements, and district practices to implement new and enhanced computer applications needed for criminal and civil cases; performing a wide range of information system analysis and development in support of District litigation support activities; and preparing and maintaining a variety of trial related documents. OR Education: One of the following types of education in a related field (e.g., Information Technology, Computer Science, Law, Criminal Justice): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; or LL.M. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
