Position Title: FOIA Analyst
Location: Washington, D.C.
Reports To: AO FOIA Coordinator
Overview:
The U.S. Environmental Protection Agency (EPA) is seeking a FOIA Analyst to support the Office of the Executive Secretariat (OEX) in processing Freedom of Information Act (FOIA) requests. The selected candidate will work closely with career attorneys, government information specialists, and other stakeholders to ensure timely and accurate responses to FOIA requests, contributing to the reduction of the current backlog.
Key Responsibilities:
- FOIA Request Review: Assess assigned FOIA requests for scope, custodians, and date range to ensure they are properly formulated.
- Search Criteria Development: Collaborate with requesters and internal teams to refine search strategies, ensuring that the request accurately identifies the sought records.
- Records Search: Conduct searches for records using EPA’s eDiscovery Division, Quill application, or other electronic/paper-based systems.
- Records Review: Evaluate records for responsiveness, external equities, releasability, statutory exemptions, and potential foreseeable harm. Mark records for redaction as necessary.
- Inter-Agency Coordination: Work with federal departments, agencies, and EPA offices for equity reviews of records.
- Documentation: Create and maintain detailed records of all actions taken during the FOIA request process using the FOIAXpress application and internal tracking tools.
- Confidentiality: Uphold the confidentiality of FOIA requests, responses, and sensitive information throughout the request lifecycle.
- Communications: Draft and issue response letters, prepare responsive records for disclosure, and distribute them using EPA-approved methods.
- Weekly Reporting: Provide weekly status updates on assigned FOIA requests, highlighting any questions or challenges.
Qualifications:
- Strong understanding of FOIA processes and regulations.
- Experience in reviewing and processing FOIA requests.
- Familiarity with records management and privacy-related policies.
- Proficiency in using eDiscovery tools and document management systems.
- Excellent communication and organizational skills.
- Ability to work both independently and as part of a team.
- Detail-oriented with strong analytical skills.
Working Conditions:
This position is telework-eligible subject to EPA telework policies. In the absence of telework authorization, the work must be performed on-site at EPA headquarters in the William Jefferson Clinton Building at 1200 Pennsylvania Avenue, NW, Washington, D.C.
